Election Platforms of the Change Movement (GORRAN)
Protecting the national security and establishing a strong region that can withstand external threats, starts with individual freedom and is possible when an internal democratic system exists.
A free nation is combined of free individuals, those who think freely and choose freely. The more people have freedom and justice in their own land, the stronger and more resistant the social structure and national forces become.
It has been a long time in the civilised world since the magical fascist theory has been debunked which says the establishment of national forces is possible when democracy is postponed and freedoms are restricted. That classic myth is also uprooted that says the fateful decisions are made behind closed doors and in secrecy and with no transparency.
The history of civilised world teaches us a valuable lesson when it says only those nations and forces achieve great success that when in crisis as in peace, uphold the principles of democratic life and transfer of power between different political parties, and believe in conveying responsibility between different generations.
loyalty to the sacrifices of our nation and the lives lost in our near and distant history, requires that we distribute the fruits of these sacrifices and the blood lost, among the people of Kurdistan and no party should be the sole inheritor of them. Seizing the fruits and symbols of our struggle, no matter what force or individual or family, is against the fundamental principles of democracy and the alphabet of co-existence and patriotism.
This [Gorran] list, using civic, parliamentary and legal pressure, will defy any attempt to create such a hegemony. This is on the basis that all citizens, all generations inherit part of the success and shoulder the responsibility of the past mistakes.
General Democratic Goals:
The parliament and the government are responsible for protecting and developing the democratic system, respecting the legislative, the executive and the judiciary organs and the separation of party responsibility from the national government, the political power from the power of civil society, the central powers of the government from the provincial powers. The distribution and the elaboration of the nature of the powers on all managerial levels and regions.
The parliament and the government are responsible for the establishment of a constitutional government and to respect the constitution and the laws to be applied equally to all citizens. Adhering to the legal process without discrimination based on governmental, political party positions or social standing.
Respecting and protecting freedom, political and civil rights, individual rights, the freedom to reside, freedom of expression and thought and religious rights.
Developing the democratic culture, election, parliamentary culture, developing the work of councils on provincial levels and the clarification on district and village levels.
Developing the culture of civic responsibility, political opposition and culture. The right to criticize as the other side of being a responsible citizen.
Establishing a civil and transparent electoral system for all the representative organs and councils, a system that entails all the technical, legal and international standards to prevent all breaches and irregularities in the electoral processes.
Developing the culture of accepting differences on a political, cultural and social levels, accepting defeat in elections, peaceful competition and transfer of power on all political levels, transfer of power on management and social levels, amongst the suitable people, among the races and different age groups
Condemning all the terrorist or extreme acts, under any name or with any excuse
Developing the means in the political lexicon, to have clear dialogue and naming the interest replacing the symbolic and the hollow language
Implementing the concept of citizenship and preparing the citizen as a free person, equal, responsible, and having rights and responsibilities
Abiding by the articles of the international human rights convention and preventing any breaches of these principles.
Advancing the political, cultural, civic, human resources, social roles of women and the youth on all levels
Economy and elimination of corruption:
3.One of the hurdles on the path of reform and eradication of corruption in the Kurdistan region, which according to international standards is one of the most corrupt regions in the world, is the lack of transparency and the chaos associated with its legal and economic systems. On top of the lack of transparency and the chaotic nature of the system, the public income and the national wealth is appropriated and wasted. The details of the region’s national budget is hidden or lost.
Several webs of corruption inside and outside Kurdistan work hand in hand and in darkness while protecting each other’s interests. One of the responsibilities of the Kurdistan parliament, which can not be postponed, is to investigate this dark phenomenon and eradicate it. The Change (Gorran) List believes that the issue of economy, reform and the eradication of corruption, should be given to a competitive parliament before any other authority with its legitimacy anchored in the suffering of the people of Kurdistan.
The experience of the rule of the Kurdish government proved that one of the main causes of corruption and spread of oppression and the breaches of law in Kurdistan, is because of the vagueness of the political, legal and economic systems and the incompetency of the parliament which does not have the power to investigate and follow up on cases and issue charges. The parliament that does not have the power to override the politburo of the political parties or their secretary generals.
Most of the parliamentarians, instead of seeing themselves as the representative of people, often see themselves as the servants of the political forces. A bad example that is becoming a norm here in Kurdistan is to see the parliamentary seat as a privilege for the person who occupies it. Being a member of the parliament is the heaviest and hardest responsibility with the parliamentarian answerable to his/her conscience, the people and to the sacred oath that it has has taken.
The Gorran List while at the same time appreciates the efforts of some of the previous parliamentarians both female and male, is aware that all these efforts were by individuals and has not resulted in creating a true parliamentary faction to put pressure in order to create reforms and a constitutional government and eradicating corruption.
Postponing such a duty, not only weakens the confidence of the people in the parliamentarians, it also questions their trust in the organs and representative bodies and it become a disaster for the governance in Kurdistan.
4. Armed forces, security service (Asayesh) and the intelligence service, play the most important and fearsome role in any country and in any political force. They play the most important role when they defend the homeland and the political force and maintain security for the the people and they play the most fearsome role when they become a militia force to oppress the people, a hidden force for the party to restrict, a mean to inflict fear, interfering in the political map and cleansing the rivalry and internal differences.
Despite the sacrifices of the majority of security and army officials and their cadres in Kurdistan region in the last 18 years, a reality that we can not ignore is the that Kurdistan security system, is a undemocratic, unclear and uncivil system. The security forces instead of being loyal to their homeland they are loyal to their political parties and within the party for a particular secretive group and within that group they are loyal to a particular powerful individual. Until now the distribution of the security forces is based on their tribes, regions and a particular person.
Gorran List is of the belief that affection for the homeland, creation of national force and national security is not achieved by risks, shouting and and dishing out accusation and scaring the political forces. But it needs a fundamental change in the armed forces and the security forces systems. It needs to retrain these organs and forces so they can become a force defending the nation, the civil society and constitutional government and the democratic system. In order to this, these forces need to be cleansed from any political party loyalty, regional, tribal and personal loyalty. Otherwise the future of the national force in Kurdistan region will be at risk of being irrelevant and creation of uncivilized regions, because this layer of security that has been maintained by the concerned people and the alertness of the majority of the security forces, won’t last for ever and in near future we will be tested by a real threat which will harm everyone. It will harm our experiment and even the future of these political forces that have their own militia, security intelligence forces, arsenal of weapons.
5. Human being as a creature that has its own psychology and physical needs, is the fundamental unit of a society and a political force. If the state does not look at the citizen as the most valuable national asset, if it does not devote all it’s plans and it program to flourish that asset, without discriminating between the individuals and groups, the state would be responsible for all the crises and problems be it social, political or economic that face the future generation.
The bad record of the government and the representative and executive bodies, will not only negatively affect the human resources at the right time, but it will also have tragic affect on the future generations.
Valuing the human resources, needs a historical perspective and a strategic and planning outlook, it requires those individuals that do not budge on the rights and freedoms of the people when representing or governing them. They are prepared in the interest of the current and future generation to challenge other forces in a civilized way that put the interest of their own and their families before the interest of the public. To invest and value the human resources requires that we benefit from the experiences of the more advanced societies, not from their current position but from the stages where they managed to make big historical changes towards reform, and creation of a civilized structure.
But as much as the officials are responsible for corrupting the human resources and putting it to inappropriate use, the citizens have a big responsibility in electing those that entrust them with preparing the future generation. All the data and social, health and educational crises in Kurdistan, prove that the human capital of this society is facing a real threat due to lack of planning.
Kurdistan region in terms of natural resources and economy, proportionate to the its population, is one of the wealthiest regions in the world, while in terms of its human resources, it is suffering from acute crises and catastrophic lack of planning. In terms of services and the livelihood, for many years, the residents of this region are complaining about several problems and every year the officials promise to solve them, but the years pass one after another and nothing happens. The Gorran List understands this big oppression that exists amongst different classes of people, between poor and wealthy, male and female, officials and ordinary citizens, villagers and city dwellers, people from different regions. The List believes that the national wealth of this region should be re-channelled again in a just way, and believes that the natural resources and wealth is deposited with the government to be transferee to its rightful owner. The Gorran List whether it is in opposition or in government, continues its democratic struggle to decrease the number of poor families and individuals and reorganize the social insurance better and increase the budget for this specific sector.
Culture and invention:
6.Since the uprising  the majority of the Kurdish people have been rid of dictatorship but they are still under the yoke of several frightening powers. Such as the authoritarian rule, the power ignorance and fear exert on the citizens, the power of those symbolic idols that have seized the logic of people, and disallow the freedom of conscience, freedom of thoughts and criticism.
The Gorran List believes challenging these dark forces is not only possible politically, but challenging them culturally, logically but in a civilized way.
Until now the government and political party rule in Kurdistan with a clear program has not encouraged the cultural, artistic and intellectual powers to compete in a civilized way. The cultural, artistic, media projects be it websites or channels or newspapers, that have enlightened the Kurdish citizens after the uprising of the 1991 have been at the expense of their peace, their pockets. Psychological wars have been waged against these individuals and even there have been threats on their lives and have been accused of being baseless.
While the duty of the government is to encourage artistic and intellectual abilities, even if they are affiliated with a political party or any powerful official, whereas the big budgets are spent on broadcast channels and party propaganda, or those associated with party. And when assistance was given to an independent artist, author or a centre, that assistance was for a particular political agenda, or to silence them or that person has been threatened to cut that interest and finally it was done silently. Of course when the inventor has been insulted morally, that inventor will lose confidence and less the ability to invent. In other words this money instead of flourishing art, has been to wither the field of invention.
When the Kurdistan markets are opening up, the income and general budget is increasing, the market of art and culture has not flourished that much so the authors, artists and journalists without the assistance of the state, can produce their arts and live on the back of their arts. That is why the Gorran List believes that some of the budget should be set aside for cultural, media and artistic purposes. All the financial and moral requirements should be available for these artists and inventors that are serving the culture and Kurdish arts. And they convey the hidden facts and the cultural legacy to the new generation. But this assistance should not be politicized and be used as a weapon agains them. One strategic goal of this movement is to encourage any attempts to open the intellect of the mankind, freeing the will of the new generation, and familiarizing them with the culture of thinking and criticism. Encouraging the intellectuals, journalists and artists so they have something to say about general issues.
Natural resources, under or over ground belongs to the people of Kurdistan without discrimination. The parliament considering the power of the federal government, is the highest authority to make decision about the way to use this wealth and how to protect it.
Creating a general map for exploring, testing, extracting and how to maintain the natural resources to serve the people of Kurdistan and the future generations.
Assigning a specified amount of the natural wealth be it oil, gas or minerals such as iron for the regions that have the natural resources so to execute projects to revive and carrying out constructions projects. They should also be re-compensated for the damage to their environment.
Creating a general map for the protection the over ground and underground water resources, creating dams for the water projects for gardening, farming and the environment.
Iraq and K.R.G.:
Following the overthrow of the Bath regime, the Kurdistan leadership have been present in full force in Baghdad, and has been given several ministerial and leadership roles in Iraqi federal government, and yet the nationalist dossier of Kurdistan is in perpetual crises. The cooperation agreement of the Kurdish forces and Iraqi forces is rescinding and is getting complicated. The Kurdish side in Baghdad has not been able to build transparent political cooperation with the Iraqi forces, it has not been able to generate enough pressure to implement the constitutional articles that preserve the rights of the Kurds.
